One of the main things we have come to learn about Bush is the way he publicly humiliates people whom he doesn't like. I can think of four instance right off the top of my head:
Rumsfeld: On the one hand, Bush tells him he is doing a heck of a job. On the other, he has completely shut him out of any policy discussions. All this tells me is that Bush is plotting against Rummy and could get rid of him after the elections. We also know that Rummy offered his resignation twice and was refused. This tells me that Bush has set Rumsfeld up for failure so that when things went wrong, the blame would be directed at him rather than Bush.
Brown: We all know that Michael Brown was a disaster. The thing they both have in common is that Bush has given them the Kiss of Death -- "You're doing a heck of a job!"
China: China is a rapidly-rising country. When the leader of one of the most powerful countries in the world comes to visit, a President should be on his best behavior. But Bush publicly humiliated the Chinese leader by grabbing his shirt when he went the wrong way. This tells me that Bush thinks that he is in charge of everything and that the leaders of other countries are in a class below him.
Pakistan: Pakistan has been a key ally against Bin Laden, yet Bush publicly humiliated them by selling nuclear fuel to India, their chief rival. Then, he had the nerve to visit Pakistan and act like nothing ever happened.
This is one reason why Bush has become a colossal failure as President -- he lacks basic social skills, he acts like a bully, and he alienates people who could be key allies. No wonder people like Sudan's president or Ahmedinejad are thumbing their noses up at Bush and laughing at him.
