While the President is coming around on Global Warming, there is much more to be done. The President has only committed himself to a 50% cut in greenhouse gas emissions by 2050, far short of what is needed (80%). And what's more, he has set no policy goals that would help this country achieve these ends. The problem is that he is not the right person for the job -- he is an oil man, and the fact that he is continuing to push for more drilling everywhere means that he is still a reluctant convert.
And the fact that the President is too vague on his goals means that neither China nor India are setting any clearer goals. There is a power vacuum after the loss of standing by the US over the last several years, and most of the world is in a wait and see mode, seeing what the next President will be like. There are not even any short-term targets, let alone concrete policy goals that would help reduce emissions. I go back to what I said about the need for the US to help China if that country was to stop their support for the Sudanese military. The Times editoral points out that China is willing and able to set more concrete goals for reducing emissions -- but only with significant investment from the West. Investment from the West would do two things -- it would reduce the incentive for China to rely on countries like Sudan; it would also give China the know-how necessary to reduce emissions.
