At one time, George Bush declared that he could see into Putin's soul. But now, it seems like Putin has played Bush like a violin and has gone on his own course, developing his own ties with Iran. Instead of being another cabinet officer for the Bush administration, it seems that he has opportunistically seized power and influence from the US right as their resources are tied down in the occupation of Iraq. Now, Putin has flipped Bush the bird by visiting Tehran and declaring that he would oppose any military attack on Iran.
Given the fact that Bush has backed out of the ABM Treaty with Russia and the fact that he is trying to build a missile defense system in Eastern Europe that he says is for stopping Iranian missiles but that Russia says is directed at them, it stands to reason from Putin's standpoint that the real reason that the Bush administration is trying to threaten Iran and effect regime change is to encircle Russia with military bases from Western Europe to East Asia. This is also why they are so dismissive of Bush's concerns about human rights in Burma.
Russia has used Bush's petulance as a way of increasing its ties with Iran, specifically in the areas of science and technology and space. And not only that, they are making themselves indespensible by helping Iran to build their nuclear reactor. The fact of the matter is that the Bush administration either has to put up or shut up -- either they must prove that Iran is developing a weapons program, or shut up. And they must do so in a way that convinces Russia or China that this is a problem that the world has to be concerned about, and not merely the continuation of a 25-year pissing match between the US and Iran.
